The 25 year-old midfielder has only started four La Liga matches for Madrid this season and has made a further five appearances from the substitutes bench - scoring just one goal.
Spanish website don balon are reporting that after the Hammers sold Dimitri Payet back to French Ligue 1 side Olympique de Marseille for £25 million last month, the East Londoners were interested in a record-breaking deal for Rodriguez, but despite appreciating the offer from West Ham, the player decided that his career would progress better at a higher standard club.
