Both players have been called up by Scolari for the games Brazil will play in Bolivia on November 7 and a week later in Venezuela.
"They will not be released" said a despondent Scolari before adding "We are trying to go to the World Cup here".
Every player, without exception, is awaited in Rio on November 3, the day Real-Barça is to take place.
Valencia are another team who will suffer a large number of international call-ups during that period.
Scolari also turned down the request to release Cafu, Roberto Carlos, Rivaldo and Ronaldo for Diego Maradona's testimonial on November 10.
