The Spanish Football Federation's (RFEF) executive committee ratified unanimously the 59-year-old Saez's appointment to succeed Jose Antonio Camacho, who decided to step down following Spain's disappointing World Cup campaign.
Saez, who was appointed national coach on July 2, has achieved notable success with national youth teams.
His Under-21 side won the European Championship in 1998, his Under-20 outfit the World Championship in 1999 and his Olympic team was runner-up at Sydney 2000.
"He is the right man and he has got sufficient achievements in order to give him the opportunity to manage the national team," RFEF general secretary Gerardo Gonzalez told the press after today's meeting.
