The 33-year-old Real Madrid left back hinted strongly, however, that he may well accept the two time Premiership champion's offer of a three year contract.
"I have received a three year offer from Chelsea and I will make a decision before the World Cup," said Carlos, speaking at Brazil's training camp.
"It is not a question of money, but of winning titles. Real Madrid have not won anything for three years," he added pointedly.
Roberto Carlos, who won his first cap for Brazil in 1992 and was a member of the losing side in the 1998 World Cup final and the winning one in 2002, has a year remaining on his contract with the meringues.
