Perez held talks with the Uruguay international's agent, Paco Casal, who holds 50 per cent of the midfielder's registration, last November and discussed a deal worth £4 million.
Casal will be in Spain tomorrow for talks with Osasuna president Patxi Izco and will press for permission to negotiate officially a transfer fee with Real Madrid for Garcia.
Garcia will return to Pamplona on Thursday and hopes a deal can be ironed out as quickly as possible with Real Madrid.
In his native Montevideo, the local press suggest Liverpool have made a late bid to snap up Garcia from under Real Madrid's noses. But Casal's relationship with Real supremo Perez suggests the agreement is watertight.
