The 26-year-old Hector, whose contract at Seville expires on June 30, has a buy out clause of £37 million at Deportivo and he will be officially presented to the press on Monday.
Last season, Hector played 34 matches and scored five goals.
Manuel Pablo has already opened talks with Real Madrid but the two clubs have yet to agree a fee.
Manuel Pablo is demanding that Deportivo lower the £18.5 million asking price in his contract in order to push through the move.
"We are fulfilling the orders of the trainer who wanted two players in each position and until today, there wasn't a substitute for Manuel Pablo," Lendoiro said.
"There will be two or three more signings, a midfielder and a forward," he added.
