Real sold its former ground in 2001 for what Spanish newspapers said was 480 million euros ($570.4 million), allowing it to wipe out its 270 million euro debts and go on a shopping spree for world class players.
The European Commission and the Spanish government launched an investigation into the deal in March to see if the city of Madrid overpaid, which Brussels said would be tantamount to a hidden subsidy.
The 120-hectare site on the outskirts of Madrid, known as Real Madrid City, is set to include a theme park, a hotel, a convention centre, a mini stadium and a sports clinic.
